Caleb Patterson is the Town Manager of Green Mountain Falls. He holds a Certified Public Manager (CPM) designation from the CU Denver School of Public Affairs. His work gives him a ground-level view of how Colorado constitutional structures — from Dillon's Rule to home-rule authority — shape what small towns can and can't do, and how local managers navigate those boundaries every day.
